The USAID DISCOVER Health – Project aims to improve the lives of Zambians by ensuring equitable access to and use of high-quality HIV, maternal new-born and child health (MNCH), family planning and reproductive health (FP/RH) services and products at the district and community levels. The project also supports Zambia in accelerating the national rollout and scale-up of COVID-19 vaccination and the COVID-19 response

Position: Assistant Strategic Information Manager

Position Type: Full Time

Location: Lusaka Head Office

Reports to:  Strategic Information Manager

Job Purpose:

The Assistant SI Manager provides various M&E services and functions at the DISCOVER Main Office alongside the SI Manager. He/she ensures that quality data from the various Hubs is periodically collected, collated, entered and reported as required. The Assistant SI Manager ensures that all the SMART-CARE related deliverables are sent on time from all sites; they are collated and analyzed; and submitted to the relevant institutions. He/she also assists the SI Manager in the Covid-19 vaccination data monitoring and reporting requirements at national level.

Main Duties/Responsibilities

  • Ensure a constant, thorough and accurate verification of all data submitted from various project sources;
  •  Participate alongside other DISCOVER SI Team members in conducting data audits and data quality assessments & verifications;
  •  Assist the SI Manager in the management and regular maintenance of all Project Databases;
  • Aggregate and analyze monthly TDBs, MER reports and other SMART-CARE related deliverables from all implementing sites;
  • Assist the SI Manager in data analysis and preparation of required reports at both Project and sub-project level, ensuring that data is complete, consistent and readily available;
  • Participate in the project SI review meetings, including preparing presentations, facilitating sessions and discussing results;
  • Work with the Procurement team to order all required registers and tools and arrange for their appropriate distribution to all Hubs;
  • Actively participate to and facilitate the intra-departmental plan to mentor and up skill all SI Coordinators and Specialists;
  • Assist the SI Manager in reviewing, processing and monitoring and reporting Covid-19 vaccination data at national level;
  • Any other task assigned by the by the Strategic Information Manager.

Required Qualifications and Skills

  • Degree in Public Health, Statistics, Social Sciences, Information Technology or other relevant field of study;
  • Demonstrated work experience in data management—including advanced knowledge of SMARTCARE— and management information systems;
  •  Excellent understanding of HIV-related PEPFAR indicators;
  • Demonstrated work experience in high-level data management within a PEPFAR-funded Project;
  • At least four years of experience in data management (with preference of specialist level);
  • At least five years of experience in data management at medium-high level;
  • Demonstrated ability to analyze and interpret datasets; prepare data summaries and present results for data review activities;
  • Previous experience in coaching or mentoring junior staff;
  • Very good computer proficiency in Word, Excel and PowerPoint.
