(1)   Talent Management And Development Officer

Job Purpose

To coordinate, implement and maintain Talent Management and Development initiatives to ensure availability of talent mix needed to achieve Mulonga Water Supply and Sanitation Company goals and objectives.
Summary of Main Accountabilities

  • Facilitates execution of Training and Development Programmes as per training plan/budget
  • Facilitates the implementation of MWSC’s approved training plan and ensures effectiveness in its delivery and  that all logistics, travel costs and expenses are provided before the training date
  • Identifies the training provider, communicate to all, monitors and ensures training delivery in accordance with agreed timeline and submits same to superior for information and action.
  • Undertakes Performance Management System Analysis of employees and makes necessary recommendations.
  • Ensures that the recruitment and selection process is done effectively.
  • Analysis of current and expected vacancies-retirement, discharge, promotions etc.
  • Facilitates the Identification of skills and competencies that are critical to the Company’s current and future needs helps formulate career paths/mapping, Talent Pool & succession plan.
  • Facilitates the Induction of new employees to ensure smooth and effective on-boarding.
  • Ensures all employees are graded according to their roles and responsibilities and have Job Descriptions and reviews done periodically.

Knowledge and Skill Requirements:

  • Grade 12 with 5 O Levels
  • Degree in Human Resources Management, Public Administration, Business Administration or related Social Science
  • At least 3 year experience in managing people at work in a comparable Organisation
  • Member of the Zambia Institute of Human Resource Management (ZIHRM)

(2)   Security Officer (Mufulira & Chililabombwe) x2

Job Purpose

Reporting to the Chief Security Officer the job holder will maintain safety and supervise a team of hired security guards, guarding company property to prevent thefts and/or vandalism

Summary of Main Accountabilities

  • Ensures that there is physical security provided 24 hours for all the Company’s properties and assets.
  • Works with state security agencies during investigations and reports criminal activities to the state police.
  • Monitors the performance of security providers engaged by the company in order to ensure professionalism

Knowledge and Skill Requirements:

  • Grade 12 Certificate with Five (5) O Levels
  • Certificate in Police/Military and Investigations training
  • Diploma will be an added advantage
  • 3 years’ experience in a similar role in a comparable organisation
  • Valid Driver’s License (Ability to Drive Manual Vehicle)
  • Ability to act with integrity
  • Ability to balance risks, costs and benefits

(3)   Office Assistant/cleaner (Chingola)

Job Purpose

To clean and secure offices and collect and distribute/deliver mail from Post Office/Registry to designated offices and other institutions

Summary of Main Accountabilities

  • Cleans offices, kitchen, toilets, verandas, corridors and office surroundings every day by sweeping, mopping, dusting etc
  • Collects and delivers mail, newspapers and circulates files, memoranda, within the offices to facilitate Company operations
  • Posts, collects mail from the post office and delivers mail as required
  • Maintains incoming and outgoing mail registers
  • Undertakes timely photocopying, duplicating, binding and shredding of documents to facilitate smooth operations of the Company
  • Secures and ensures confidentiality of Company information
  • Attends to customers and customer queries as and when assigned and does this promptly and courteously.

Knowledge and Skill Requirements:

  • Grade 12 School Certificate
  • At least 1 year experience

(4)   Assistant Engineer

Job Purpose

Reporting to the Implementation Engineer – Civil, the job holder shall be responsible for supervising construction programs for both in-house and contracted.  These will include water Networks, water treatment works and Sewer networks.

Summary of Main Accountabilities

Ensure Contractor submits a detailed program of works including all critical working drawings, constantly monitoring project cost, quality and time.

  • Hold progress meetings on site after inspection of works.
  • Ensure contractor has adequate levels of deployment of staff, plant and equipment on site for speedy implementation of the works.
  • Ensure adherence to contract provisions by contractors and consultants.
  • Submit monthly progress updates complete with labour, plant and equipment returns.
  • Review all payment claims and recommend for payment.
  • Prepare detailed measurement sheets for quantities done on site to be used for payments
  • Overseeing quality control, health and safety matters on site
  • Ensuring that all materials used and work performed are as per specifications

Knowledge and Skill Requirements:

  • Grade 12 with 5 O Levels
  • Degree in Civil/Water Engineering or Related
  • At least 2 years of experience
  • Valid Driver’s License with minimum of 2 years’ experience (Ability to Drive Manual Vehicle)
  • Registered Engineer with the Engineering Registration Board (ERB) and Member of the Engineering Institution of Zambia (EIZ).
  • Able to use project management software and CAD
  • Should have traceable design and project supervisory skills
  • Should be a team player with good Interpersonal skills

(5)  Safety Health & Environment Officer

Job Purpose:

Reporting to the Social Development Specialist the job holder will safeguard the health and safety of employees, public, properties as well as managing and protecting the environment to ensure compliance to all statutory regulations and requirements

Summary of Main Accountabilities

  • Coordinates health safety and environmental issues in the organisation
  • Implements and monitor the company’s safety health and environmental management systems
  • Ensures company compliance to statutory regulations in terms of safety health and environment
  • Implements preventive actions and emergency plan and report safety health and environmental performance to ensure continuous improvement.
  • Participates in undertaking risk assessment, inspections/audits and notify relevant managers of findings or shortfalls and advise on require remedial action.
  • Ensures personal protective equipment are provided and used correctly with due regard to the prevailing workplace hazards

Knowledge and Skill Requirements:

  • Grade 12 Certificate with Five (5) O Levels
  • Diploma in Occupational Safety/ Environmental Studies
  • 3 – 5 years’ experience in a similar role in a comparable organisation
  • Valid Driver’s License with minimum of 2 years’ experience (Ability to Drive Manual Vehicle)
  • Considerable specialised diplomacy is a prime requirement;
  • Analysis of relatively complex problems
  • Make decisions within broad parameters

(6)   Assistant Engineer – Gis/survey

Job Purpose:

The Assistant Engineer – GIS/Survey will be directly under the supervision of the Senior Analyst – GIS. The incumbent will support the Senior Analyst – GIS in data collection, updating, analysis and visualization of GIS data.

Summary of Main Accountabilities

  • Collecting data using GPS devices, aerial photography, and other tools to create maps or other graphic representations of data Analyzing spatial data using computer software such as ArcGIS, AutoCAD, or MapInfo
  • Using Geographic Information Systems (GIS) technology to store, analyze, and manage data that has been gathered from field surveys or other sources
  • Creating maps and other graphics using Geographic Information System (GIS) software to display data in visual formats for a variety of purposes, such as communicating environmental hazards or land use planning
  • Designing custom maps and other graphics for presentations, publications, reports, and other purposes

Knowledge and Skill Requirements:

  • Grade 12 Certificate with Five (5) O Levels
  • Degree in Geomatics Engineering.
  • At least 2 years of experience in the Water Supply and Sanitation.
  • Experience with any water supply and sanitation infrastructure design software.
  • Registered Engineer with the Engineering Registration Board (ERB) and Member of the Engineering Institution of Zambia (EIZ).
  • Knowledge of how to use ArcGIS, AutoCAD and other Design software.
  • Valid Driver’s License with minimum of 2 years’ experience (Ability to Drive Manual Vehicle)

(7)  Plant Attendant (Chililabombwe, Mufulira) x7

Purpose of the Job

To assist the Plant operator in running/operating the pumps, monitoring the chemical dosing, collecting data on running hours of pumps, pressures on pumps, voltage and currents being drawn by pumps, observing the operations of vital equipment and house-keeping at Water Treatment Plants including backwashing of filters and cleaning of flocculators/ sedimentation tanks.

Summary of Main Accountabilities  

  • Helps the Plant Operator is running a WTP/s by observing the running pumps, monitoring the amperage on the electric panel and reporting any abnormal reading observed.
  • Assist in chemical dosing of waters at WTP/s based on advice from the Plant Operator
  • Acquaints himself/herself with status of the plant at beginning of shift by reading shift report and discussing with out-going Operator/Attendant so as to know plant status at beginning of shift.
  • Sweeps, dusts, cleans the plant and surroundings to maintain cleanliness and orderliness
  • Monitors the levels at the command and Service reservoirs to ensure adequate water supply
  • Provide first “level aid” to equipment breakdown at WTP/s before reporting to Operator/Supervisor.

Knowledge and Skill Requirements:

  • Grade 12 with 5 O Levels
  • Apprenticeship – Water Plant Operations
  • 1 – 2  year post qualification experience
  • Ability to understand basic water chemistry
  • Handling of “first level” preventive and corrective maintenance
  • Ability to report possible pollution/contamination sites, understand temperatures for pumps and motors, including operating pressures for the pumps.
  • Minimum physical skills such as carrying items and opening and closing valves

(8)  Booster Attendant (Mufulira) x5

Purpose of the Job

To undertake a variety of operational tasks such as; the operations of vital equipment, house-Keeping and inspection of water lines for leaks in the assigned area of operation in order to ensure sustained operations at the booster station.
Statements of Main Accountabilities

  • Pumps water to reservoir to facilitate distribution to customers
  • Ensures cleaning and the disinfection of the water reservoirs according to the programme for the station.
  • Sweeps, dusts, cleans the plant and surroundings to maintain cleanliness and orderliness
  • Acquaints himself with the status of the plant at beginning of shift by reading shift report and discussions with outgoing operator so as to know plant status at beginning of shift
  • Monitors the operations of the running pumps through physical examination of temperature, vibrations, and amperage and reports any abnormalities to superior
  • Checks the water lines for leaks through physical inspections and reporting of irregularities identified to supervisor for corrective action to be taken
  • Monitors the levels at the water reservoir to ensure adequate supply

Knowledge and Skill Requirements:

  • Grade 12 with 5 O Levels
  • Apprenticeship – Water Plant Operations
  • 1 – 2  year post qualification experience
  • Technical hands on Operations of pumps and reservoirs
  • Ability to establish the Max, Min and critical levels for the reservoirs
  • Security conscious
  • Handling first level preventive and corrective maintenance

(9)   Sanitation Handymen (Chililabombwe, Mufulira) x5

Purpose of the Job

To unblock, clean and maintain sewerage networks and sewage ponds according to the instruction given to him/her by the Supervisor.

Summary of Main Accountabilities

  • Ensures that all sewer networks are pigged/flushed as per schedule.
  • Ensures that all manholes on the trunk mains are kept clean and covered.
  • Ensures that the main sewer lines are free of vegetation and blockages.
  • Build/Repairs all broken manholes and covers where necessary.
  • Helps in excavations for sewer connections and replacements where necessary.
  • Ensures that all the sand traps in the sewerage system are desludged as per schedule.
  • Ensures surroundings and embankments of sewage ponds are cleaned.

Knowledge and Skill Requirements:

  • Grade 12 with 5 O Levels
  • Energetic, Sound mind and Physical fitness
  • The job demands the post-holder be courteous to customers in the field.
  • Ability to diagnose the causes of frequent sewer blockages on some lines.
  • Ability to understand/use the simple formulas in determining the torque developed by draining rods/ pressure developed by jetting machine and vacuum tankers.
  • Knowledge where to insert in the sewer rods when working on a blocked sewer in the field.
  • Power to push and pull the sewer drain rods, climb stairs in manholes and drive company car.

(10)  Artisan Plant Fitter Mechanical (Chingola)

Job Purpose

To undertake fitting, installation, repair and maintenance works on mechanical equipment such as pumps, valves etc so as to ensure machinery is in good mechanical condition to meet operational and service delivery demands in the Division
Summary of Main Accountabilities

  • Lubricates, adjusts and cleans machinery especially during shutdowns in order to maintain machinery in good working order.
  • Carries out planned  maintenance routines on pumps and other mechanical equipment in line with the Maintenance Management System in operation at the division
  • Carries out emergency repairs on broken down pumps and other equipment when called upon in order to restore the equipment to working order
  • Overhauls all types of pumps, pump elements, valves, motors and related plant items by dismantling, repairing and assembling as directed
  • Inducts Plant Operators in basic mechanical maintenance in the plant and carrying out plant shutdowns and start-ups as necessary
  • Ensures work areas and equipment is cleaned before and after works to maintain clean plant and environment
  • Provides budgetary input to the supervisor to consolidate the maintenance budget
  • Inspects water strainers and sand traps as scheduled
  • Fabricates components in order to minimize downtime on equipment where possible
  • Supervises assigned helpers to ensure performance to expected standard
  • Ability to drive company vehicles

Knowledge and Skill Requirements:

  • Grade 12 with 5 O Levels
  • Graduate Diploma in Mechanical Engineering /Craft Certificate in Plant Fitting
  • Member of the Engineering Institution of Zambia (EIZ)
  • Ability to interpret mechanical drawings and determining adverse forces being impacted on an equipment
  • Able to trouble shoot mechanical faults on an equipment, excessive vibrations and wear and tear on mechanical equipment.
