Job Description
John Snow, Inc. (JSI) seeks highly qualified and accomplished public health professional for the recently awarded United States Agency for International Development (USAID) PEPFAR-funded Supporting an AIDS-Free Era (SAFE) Project in Zambia. The five-year project which will be led by JSI in partnership with Abt Associates, mothers2mothers, and the Catholic Medical Mission Board, will work to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western. USAID SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counseling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.
Position Purpose
SAFE requires the services of Provincial Strategic Information Manager-Central and Copper-belt
The Provincial SI Manager will provide overall support to the province and to districts covered by the program, while maintaining a close liaison with the District Health Information Office. The position will contribute to overall improved quality of data generated by the district as well as ensuring that data are accurately entered and reported timely into DHIS2. The Provincial SI Manager will provide leadership in tracking performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities at provincial level. S/he, will technically supervise and manage the provincial Strategic Information Officers, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
Duties and Responsibilities
- Supervise provincial Strategic Information (SI) officers in carrying out their M&E functions in the province;
- Ensure the monitoring of timely and consistent data collection and reporting from all project partners and health facilities;
- Work to reconcile inconsistencies in monthly data reports sent from project-supported health facilities;
- Provide technical support to technical staff and partners in the area of monitoring and evaluation (M&E) to ensure high quality record keeping at health facilities and the community level in meeting program objectives;
- Prepare suitable external and internal reports and communication with management and program staff to facilitate project monitoring and activity planning;
- Organize and facilitate feedback sessions with key internal and external stakeholders;
- · Participate in planning and implementing site preparation visits as SAFE scales up to other facilities in the provinces;
- Provide technical assistance to the DHO to ensure high quality record keeping at the health facilities and the community level
- Review indicator statistics with the stakeholders (DHOs, PHO) to develop an action plan to resolve problems and improve services.
- Provide technical assistance and training to staff at DCMO, implementing partners and health facilities on data collection, management, analysis, reporting and dissemination.
- Lead strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriate
- Use data to contribute towards strategic decision-making and project planning with provincial project leadership
- Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle
- Ensure relevant data is entered into DHIS2, USAID SAFE’s organization performance management system designed to capture, analyze, and disseminate project data
- Support the project to provide Ministry of Health technical assistance to strengthen the provincial HMIS for the optimal use of routine HMIS data
- Work with project and financial staff to prepare and track progress of project and activity budgets
- Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff
Basic Requirements
- Degree or higher in Public Health, Social Sciences, or other relevant discipline.
- Minimum 8 years working on monitoring and evaluation in the public health and HIV fields.
- Demonstrated expertise in quantitative and qualitative data collection systems and in methods for data analysis.
- Knowledge of M&E issues and indicator development for HIV prevention and service delivery strengthening related to HIV/AIDS; familiarity with PEPFAR indicators and reporting requirements.
- Excellent report writing, analytical and oral presentation skills in English.
- Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively in both the public and NGO sectors
- Familiarity with Zambia health management information system and other national M&E systems
- Experience and understanding of the USG and PEPFAR framework and reporting system
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USG, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
- Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
- Proficiency in Microsoft Office, including Word and Excel, as well as statistical software packages, including SPSS, Stata, or MS Access
