Right to Care Zambia has been awarded a five (5) year project funded by the USAID through the PEPFAR mechanism. The USAID – Action HIV project aims to reduce HIV mortality, morbidity and transmission by achieving the UNAIDS and PEPFAR goal of 95/95/95 HIV treatment coverage by providing comprehensive HIV Prevention, Care and Treatment maintenance services in Luapula, Northern and Muchinga provinces of Zambia. The USAID Action HIV project will work closely with and in support of the Ministry of Health.

QUALIFICATIONS AND EXPERIENCE
Desired Qualifications and Experience:
- Degree in Clinical Medicine /Diploma in Clinical Medicine /Advance diploma in HIV Nurse Practitioner
- Ordinary level (GCSE)/ Grade Twelve certificate
- 5 – 7 years’ experience working in ART management at district or provincial level, with broad understanding of paediatric HIV.
- Trained in PHC and ART health care systems and community-based health programming for HIV
- Experience leading teams
- Experience in managing projects, including assessing and managing project risks
- Experience with negotiations and managing stakeholders
Required Minimum Qualifications and Experience:
- Qualified medical licentiate, clinical officer, or HIV nurse practitioner
- Ordinary level (GCSE)/ Grade Twelve certificate
- 5 years working experience working in ART management facility Primary Health Care and community-based health programming for HIV.
TECHNICAL AND BEHAVIOURAL COMPETENCIES
- Training in advanced ART Management
- Training in eMTCT and EID services
- Training in HIV Counselling, testing and ART Adherence
- Training in HIV Paediatric treatment, support, and care services.
- Fully paid-up member of HPCZ/GNC
KEY PERFORMANCE AREAS
- Overseeing the implementation of targeted, high yield testing strategies such as KYCS+, optimized PICT and EID to ensure that 95 percent of CLHIV and adolescents know their HIV status.
- Supervising client linkage to ART to ensure that at least 95 percent of the children and adolescents who newly test positive are initiated through rapid initiation protocols at the facility and in the community.
- Overseeing the monitoring of children and adolescents on ART by ensuring that at least 95 percent of those initiated on care have a valid viral load and 95percent of them are virally suppressed
- Providing oversight on the provision of age-band targeted early infant diagnosis and initiate all the eligible HIV negative exposed infants on ARV prophylaxis according to the Zambia Consolidated Guidelines
- Providing Close monitoring of the initiations and completions of TPT and provide mitigation and guidance to high performance
- Supervising the initiation of cotrimoxazole preventive therapy for all eligible CLHIV and adolescents, especially the children under 5
- Undertaking periodic (bi- weekly) monitoring and evaluation of public health and clinical care paediatric interventions to facilitate implementation of appropriate interventions based on the findings from the hubs.
- Offering technical support and supervision (TSS) on needs based on analysis of weekly performance submitted to ensure effective provision of technical support to hubs and districts teams.
- Offering Periodic and deliberate clinical mentorship to improve the implementation of paediatric focussed interventions.
- Effectively managing the implementation of performance management to monitor, evaluate and enhance performance in the organisation.
- Coordinating timely Submission of monthly statistical and narrative reports on the overall performance of the province in the peds surge and KYCS+ strategy
- Working in collaboration with other provincial leads in the effective management of human, financial and other resources to facilitate achievement of organizational goals and objectives in Paediatric HIV project activities.
