About Project Concern Zambia

Project Concern Zambia (PCZ) is a local Zambian Non-Governmental Organization (NGO) that was established in 2019.  PCZ work focuses on contributing to the achievement and sustenance of HIV epidemic control and addressing the upstream vulnerabilities that impede progress towards this achievement such as poverty, inadequate access to education particularly among adolescents and young people (AYP) and addressing emerging epidemics that might further hinder progress such as COVID-19.  PCZ collaborates with grassroot community-led organizations, the local government, and the private sector to serve targeted populations.

 

 

Project Summary

Funded by the United States Agency for International Development (USAID) with support from the President’s Emergency Plan for AIDS Relief (PEPFAR), PCZ, as primer partner, leads the implementation of USAID ECAP II project in 16 districts in Central and Southern Provinces.  PCZ leads a robust and uniquely qualified partnership organizations to improve the resilience and health outcomes among vulnerable children and adolescents via a sustained, locally-led comprehensive case management service delivery project at household, facility, and community levels focusing on health (with a particular focus on HIV/AIDS and related opportunistic infections), education, social protection, child protection, livelihood and household socioeconomic empowerment services to ensure vulnerable children and adolescents are healthy, safe, schooled, and stable.

Job Summary

The Community Services & Linkage (CSL) Manger is the lead technical expert for integration of community and clinical service delivery with a focus on accelerating and maintaining results towards “95-95-95” and HIV epidemic control and sustenance. The CSL Manager is specifically responsible for project implementation of evidence-based and high-quality interventions in line with national case management, HIV, social protection and the PEPFAR Country Operation Plan (COP) guidance to strengthen the entire USAID ECAP II case worker workforce. The CSL Manager is a member of the PCZ Senior Management Team and reports directly to the USAID ECAP II Chief of Party (COP).  S/he advises and supports the COP in providing technical direction to project implementation and ensures the project meets stated HIV/AIDS and case management targets in line with HIV epidemic control.

Job responsibilities

  • Provides technical leadership and guidance in the development and implementation of HIV training and case management protocols to guide case management service delivery
  • Strengthens the capacity of service delivery grassroot partners and affiliated case workers in effective and quality service delivery of community-based and family-centered case management services that are linked and coordinated with facility-based services including targeted HIV case finding, early infant diagnosis (EID), PMTCT, HIV and sexual violence prevention and care services,
  • HIV and Tuberculosis (TB) treatment adherence care and support services, facilitates linkage to viral load testing and ensures viral suppression among children and adolescents living with HIV
  • Provides technical leadership and guidance in the development, implementation, and maintenance of strong referral systems between the project’s case management system and government social welfare, social protection, and livelihood programs such as Social Cash Transfer, Constituency Development Fund (CDF), and Farmers Input Support programs
  • Works in coordination with the Economic Empowerment Coordinator to ensure households with vulnerable children and adolescents are linked to economic strengthening programs such as saving groups and private sector supported programs
  • Be a member of child-and adolescent-focused Ministry of Health, Ministry of Community Development and Social Services, and Ministry of General Education Technical Working Groups and stay abreast of current HIV technical guidance; local social protection policies and rapidly provides technical leadership to ensure the guidance is adapted and integrated into the program
  • Supports the Chief of Party and provides technical guidance in the development of annual workplans and budgets and quarterly and annual program reports
  • Supervises the Case Management Technical Officers to ensure quality delivery of USAID ECAP II services in line with set standards

 

 

Required Skills and Experience

  • A minimum of bachelor’s degree in Social Work or Public Health with a focus on public health, social sciences, or related field
  • Progressively responsible experience in a technical advisory role for large-scale HIV community-based programs
  • Demonstrated experience serving in a technical advisory role for PEPFAR-funded activities, with a focus on improving the wellbeing of children and adolescents living with HIV or at risk of HIV acquisition
  • Demonstrated role in strengthening coordination and linkages between health facility and community stakeholders, health and social service workforces, and operationalizing integrated service delivery models
  • Experience in providing technical support to GRZ at provincial and/or district level is desirable
  • Demonstrated working knowledge of PEPFAR Technical Guidance for OVC and Prevention; and
  • Demonstrated written, presentation, communication, and organizational skills in English
