DESCRIPTION

BACKGROUNDJohn Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Zambia for over 25 years.

JSI seeks a dynamic and experienced Deputy Chief of Party/Technical Director (DCOP/TD) for the anticipated United States Agency for International Development (USAID) funded Zambia Integrated Health Activity (ZIHA). The Activity will work in 3 provinces, Copperbelt, North Western, and Central, with the main objective focused on HIV prevention, care and treatment with integrated health services, specifically family planning and reproductive health (FP/RH) as well as maternal, newborn and child health (MNCH).

The DCOP/TD is a full-time position based in Lusaka. S/he will serve as technical director who will be responsible for providing managerial, technical and operational guidance for the program. His/her primary responsibilities will be to ensure that the program functions in line with technical priorities of the local structure and in line with USG regulations. Thus he/she will need to work closely with the Technical Directors, Regional Directors, the Finance and Operations Director, the SI/M&E Director, and the COP. He/She will act as the COP in his/her absence.

This position is contingent upon donor approval and funding.

RESPONSIBILITIES

  • Work closely with COP to achieve key deliverables as specified in the work plans and MEL/CLA Plan and assure submission of deliverables to funder according to requirements, to monitor, analyze and troubleshoot any challenges to project implementation and resolve any human resources issues that arise.
  • Serve as a member of the Senior Management Team.
  • Serve as Acting COP as required including assuming primary communications with the Home Office support team, and USAID.
  • Model effective communication, professional relationships, and coordination for timely reporting, both internally and externally.
  • Provide managerial, technical, and operational guidance for the program and ensure that the program functions in line with technical priorities of the local structure and in line with USG regulations.
  • Ensure high quality technical leadership and oversight is in place for the program.
  • Take a lead role and serve as key resource person in the process of developing and reviewing program strategies, thematic plans and annual plans.
  • Provide sound leadership and high-level technical guidance to technical directors, regional directors and senior advisors.
  • Lead team to provide proper coordination and guidance among local government, community partners, NGOs and other key stakeholders.
  • Provide a continual focus on adapting activities to reflect lessons learned on earlier intervention and changes to on the ground realties.
  • Ensure high quality and timely donor reporting.
  • Ensure that JSI is represented in all relevant forums, working groups and donor meetings.
  • Collaborate with other senior management team members to ensure work plans and priorities are designed based on sound assessments to address the identified needs and take into consideration best practice and lessons learnt.
  • Travel to the project regions and sites about 30% of time to assess program effectiveness, problem-solve and catalog learnings to improve the program.
  • Collaborate with the monitoring/evaluation/learning and strategic information team to ensure ongoing monitoring and active engagement with feedback/accountability mechanism.
  • Facilitate knowledge and data management, including identification and documentation of lessons learned.

QUALIFICATIONS

  • Master’s degree or equivalent in Public Health or related areas is preferred.
  • Minimum of ten years of experience in managing operational, project management, and administrative duties for US Government funded projects or other internationally funded programs.
  • Previous experience as Deputy Chief of Party or Senior Management supporting large and complex international health projects/programs in Zambia
  • Demonstrated experience in managing integrated health and HIV prevention programs that provide quality care and treatment;
  • Demonstrated skills in project reporting, preferably related to PEPFAR-funded programs
  • Deep understanding, knowledge, and experience in health system strengthening and integrated health service delivery
  • Experience managing complex health projects involving coordination with multiple program partner institutions.
  • Ability to implement vision, think strategically, creatively problem solve, exercise good judgment and lead change.
  • Proven track record of managing external relations.
  • Facilitative and collaborative leadership style.
  • Proven ability to work in a dynamic national team and build working partnerships.
  • Success in supervising and mentoring staff and supporting professional and leadership development.
  • Effective verbal and written communication and presentation skills in English is required
  • Demonstrated knowledge of USAID’s policies, priorities, and USG regulations preferred.

Salary commensurate with experience.
