From improved transparency and deeper stakeholder engagement to more effective policies and more resilient businesses, we deliver results that impact economic growth, human development, and poverty reduction.

Nathan is implementing the USAID Zambia Revenue for Growth Project (R4G). R4G supports the Government of the Republic of Zambia (GRZ) in its efforts to improve domestic revenue mobilization and expand fiscal space for public spending and investments in service delivery and poverty reduction. R4G engages both government and non-government stakeholders to build capacity in tax policy analysis, improve tax compliance and administration, and strengthen the tax culture in a manner that facilitates private sector growth and accountability relationships between taxpayers and the GRZ.

NHIMA Background Information:
The National Health Insurance Management Authority (NHIMA) was established by the National Health Insurance Act No. 2 of 2018 of the Laws of Zambia with a mandate to implement the Nation Health Insurance Scheme (NHIS) as part of the operationalization of the Ministry of Health (MOH)’s Health Care Financing Strategy 2017 – 2027. R4G has committed to support NHIMA to strengthen the management of NHIMA’s monitoring and evaluation (M&E) systems that guides the implementation of the National Health Insurance Scheme (NHIS) in Zambia. The core function of the M&E Systems is to generate high quality data needed for NHIMA to effectively monitor implementation of planned activities and evaluate outcomes to inform policy and strategy formulation. However, the state of NHIMA M&E systems faces critical challenges related to the collection, reporting, analysis, and dissemination of NHIS data.

NHIMA has developed NHIS data model prototype using Power BI Desktop that require integration with NHIS Databases (eNHIMA and HIP) and the Power BI model through the implementation of the Power BI Gateway and Workflows to automate the  data Extract, Transform and Load (ETL) process. It is expected that these activities will increase and accelerate the development of M&E Systems to track the implementation of the National Health Insurance Scheme (NHIS) in Zambia.

Tasks:

Nathan is seeking a short-term Power BI Development and Analytics (Power BI) Advisor to conduct tasks 1 through 3 described below. The Advisor will work with staff from R4G and NHIMA to design, develop, deploy, and transfer Microsoft Power BI Reports connected to NHIMA data repository systems. Specific tasks to be performed are as follows:

  1. Review and understand NHIMA business requirements of Power BI context and build on the current prototype to design a data model to transform raw data into meaningful insights.
  2. Automate data ETL processes from HIP and/or eNHIMA databases into the BI data model.
  3. Refine and finalize Power BI dashboards and interactive visual reports for optimized model performance.
  4. Develop a data model dictionary to explain algorithms, parameters, models, and relationships.
  5. Provide training to selected NHIMA staff on report interface and utilization for decision-making.
  6. Submit a final activity report.

All tasks will be conducted remotely unless otherwise agreed. This activity is projected to start in September 2022 and run for an initial period of up to 21 work days. The timing and payment of the deliverables will be agreed with the candidate selected for this position. The Power BI Advisor will report to R4G’s NHIMA Advisor. This position is open to Zambian and non-Zambian residents.
