1. HUMAN RESOURCES BUSINESS PARTNER (X1)

Purpose of the Job

Reporting to Manager Human Resources & Administration, the Job Holder will implement human resource policies, procedures and programs at MWSC in order to ensure adherence to existing Zambian labour laws, and MWSC conditions of service in order to ensure good industrial harmony

Summary of Main Accountabilities

  • Administers human resource policies, programs and applicable labour laws
  • Manages the industrial relations through observance of labour laws, practices so as to ensure harmonious working relationships and productivity.
  • Implements performance management system put in place to monitor employee performance objectively
  • Contributes to the development and implementation of effective manpower planning systems to ensure availability of human capital in the right quantity and quality.
  • Administers and monitors administrative support systems and procedures for effectiveness and efficiency and propose improvements as necessary
  • Contributes to the Divisional budget preparation by submitting the sectional budget for consolidation.
  • Identifying training and development needs or performance gaps within the Division
  • Facilitate execution of training and development programs as per training plan.
  • Provide effective and efficient Human Resource Information System, functional support and coordination in order to help management make decisions according to the company’s human resource database including payroll management

Knowledge and Skill Requirements:

  • Grade 12 with 5 O Levels
  • Degree in a Social Science from a reputable School/University
  • At least 3 year experience in managing people at work in a comparable organisation
  • Member of the Zambia Institute of Human Resource Management (ZIHRM)

2. ASSISTANT ENGINEER X1

Purpose of the Job

Reporting to the Implementation Engineer – Civil, the job holder shall be responsible for supervising construction programs for both in-house and contracted.  These will include water networks, water treatment works and Sewer networks.

Summary of Main Accountabilities

  • Ensure Contractor has displayed program of works including all critical working drawings, constantly monitoring project cost, quality and time.
  • Hold meetings on site after inspection of works.
  • Ensure contractor has adequate levels of deployment of staff, plant and equipment on site for speedy implementation of the works.
  • Ensure adherence to contract provisions by contractors and consultants.
  • Submit monthly progress update complete with labour, plant and equipment returns.
  • Review all payment claims and recommend for payment.
  • Overseeing quality control, health and safety matters on site
  • Ensuring that all materials used and work performed are as per specifications

Knowledge and Skill Requirements:

  • Grade 12 with 5 O Levels
  • Degree in Civil/Water Engineering or Related
  • At least 1 year of experience
  • Member of the Engineering Institution of Zambia (EIZ)
  • Able to use project management software and CAD
  • Should have traceable design and project supervisory skills
  • Should be a team player with good Interpersonal skills

3. DEBT COLLECTOR X1

Purpose of the Job

To coordinate and undertake debt collection duties for the purpose of growing the business portfolio of Mulonga Water Supply and Sanitation Company limited

 Summary of Main Accountabilities

  • Liaises with commercial head to obtain details relating to defaulting clients and arranges appointments with concerned clients to facilitate debt recovery.
  • Takes part in preparation of monthly targets for collections.
  • Negotiates payment plans with defaulting clients to ensure that debts are paid on mutually agreed terms for the satisfaction of both parties.
  • Establishes and maintains a data base of defaulting clients for use in determining worthy clients for consideration for credit facility.
  • Attends weekly departmental meetings to discuss and effectively plan collections activities and debt recovery for attainment of assigned collection targets.
  • Initiates workable and ideal collection strategies aimed at increasing the revenue base of MWSC.
  • Participates in actual sales activities by negotiating and sourcing for business.
  • Prepares periodic work reports for submission to superior.
  • Prepares monthly collection report to show performance against set targets.

Knowledge and Skill Requirements:

  • Grade 12 with 5 O Levels
  • Degree in a Business Management course
  • 3 to 5 years post qualification experience
  • Job requires good interpersonal and oral communication skills to be able to promote MWSC services, convince and win new clients and collect debt from defaulting clients.
  • Origination of complex or highly technical reports which may be distributed within the Department
  • Analysis of situations or information relating to a section or sections prior to making decisions
  • Job requires making decisions within broad parameters and hence post-holder may be required to make recommendations to effect changes to procedures and practices
