Project Summary:

USAID/Zambia intends to 1) Strengthen the national Health Management Information System (HMIS) owned and managed by the Government of Zambia’s (GRZ) Ministry of Health (MOH), 2) Improve   monitoring, evaluation, and research capacities within key government and non-governmental  institutions, and 3) Expand the evidence base for  existing approaches to health programming in malaria, nutrition, family planning, maternal and child health, and HIV. The activity will support strategic objectives of USAID, the President’s Emergency Plan for AIDS Relief (PEPFAR), and the President’s Malaria Initiative (PMI).

Position Summary:

The Provincial Data Demand and Use (DDU) Coordinator will report to Senior HMIS Advisor. This role will support the Senior Health Information Officers (SHIOs) and District Health Information Officers (DHIOs), roll out Training Of Trainers (TOT) on new Standard Operating Procedures (SOPs), and help organize Provincial Integrated Meetings (PIMs) and District Integrated Meetings (DIMs). The Coordinator will support efforts to manage timely flow, completeness, and use of high quality HMIS data from facilities and District Health Offices (DHO). The position will work with SHIOs to support training and mentorship of facility health care workers as needed and will support SHIOs to plan and conduct Data Quality Audits. The Coordinator will operate in the Central province.

Responsibilities:

Support the province in setting up technical working groups for improved data use and management.
Work with other project staff to develop appropriate strategies and tools for strengthening the SHIOs and DHIOs with direction from key stakeholder’s data dashboards.
Facilitate the use of data through the application of tools and approaches at the national, regional, district levels.
Support DHIOs in the decentralization of data capture from district to facility as needed.
Provide guidance to facility support staff on routine data requirements.
Build regional capacity to implement tools and approaches through training and workshops.
Provide technical assistance to regions to apply data use tools and approaches, trouble shoot and tailor implementation as needed working with region-specific monitoring and evaluation (M&E) advisors.
Follow up on activities to determine effectiveness, make mid-course corrections, document project results and best practices.
Support the province in conducting routine data quality audits.
Build capacity of provincial M&E and program staff to address M&E challenges and lead in implementing solutions.
Support the development of the provincial COVID-19 Action plan and its implementation to improve on COVID-19 vaccines (Covax) data capture and management.
Conduct orientation of health facility staff in Covax data capture as well as routine data analysis and providing feedback to districts on data management.

Qualifications:

A bachelor’s degree in public health, M&E systems, or related field required; master’s degree preferred.
A minimum of five years of experience in M&E systems, especially in health systems is required; 10 years of experience is preferred.
Proficiency in developing data communications tools and approaches.
Knowledge and experience of the health policy and programming process.
Knowledge and experience of data-informed decision making and advocacy.
Ability to communicate technical data to non-technical audiences.
Excellent writing, communication, and interpersonal skills.
English language required.
