Job Description
Marie Stopes Zambia (MSZ) is a results-focused social enterprise, which uses modern marketing techniques to provide family planning and reproductive healthcare. Purpose of the role:
Working with and reporting to the MSZ Operations Director, the Outreach Manager is a key member of the Health Services Team. The main focus of this post is to 1) ensure outreach teams achieve service delivery targets and fully comply with donor and government expectations; 2) to ensure high quality standards are maintained in all aspects of clinical and customer service delivery for outreach, 3) to ensure that the outreach teams are fully staffed and oriented in all the medical and non-medical (finance, HR) MSI and MoH guidelines and protocols. 4) to ensure the development, uptake, and adherence of the new MSZ stock policy.
The Outreach Manager supervises Outreach Team Leaders, to ensure effective implementation and continual improvement of MSZ’s service delivery programme. Frequent travel within Zambia and occasional international travel is required.
Key Responsibilities
1. Business development & planning: Ensure successful delivery and expansion of SRH services throughout the public and private sector
- Monitor weekly activities and Team performance.
- Provide the Operations Director and Finance Team with monthly performance and financial reports.
- Develop quarterly work plans and monthly budgets; and monitor expenditure against budget to ensure financial responsibility.
- Provide daily, weekly and monthly feedback to team leaders and advise on actions to be taken to improve performance against targets and maintain high clinical standard.
- Actively participate in the MSZ annual business planning process and regional performance reviews
2. Team leadership & development: Energetic, innovative, capable and appropriately managed service delivery teams with frequent interaction between teams.
- Line manages the Outreach Team Leaders to maximise individual and team performance
- Support Outreach Team Leaders in the line management of staff, including performance monitoring, team motivation and support of personal development.
- Working closely with the Operations Director and Human Resources Director to identify individual and organisational training needs to enhance organizational development.
- Set an example of outstanding professional behaviour in both internal and external relations with staff, key stakeholders and all partners.
3. Clinical Standards & Client Care: Ensure high quality standards are maintained and client satisfaction achieved at all delivery sites.
- Support Clinical Services Team to implement clinical guidelines and recommendations to ensure high quality service delivery and successful clinical audit scores.
- Ensure that all Teams under his/her supervision follow MSI protocols for all procedures, including Vocal Local, Infection Prevention and governance.
- Ensure that the rights and needs of clients are given priority and that clients are properly advised on their rights, treatment methods and options.
- Provide technical support to Outreach teams to ensure up-to-date knowledge of FP methods, correct client counselling, and drug dispensing practices etc.
- Support Team Leaders to ensure safety, effective client flow, cleanliness, housekeeping that complies with MSI guidelines.
- Support Team Leaders to ensure compliance to MSI/MSZ governance
4. Systems Strengthening: Ensure a high standard of operational efficiency and effectiveness in the outreach with clear, transparent systems in place.
- Ensure that all outreach teams under his/her supervision follow strict, consistent and documented procedures relating to expenditure, and the management of stock, equipment and assets.
- Conduct regular supervisory visits to outreach, including spot checks on accuracy and completeness of records (clinical data audit) and cross-checking of volume of services, and supplies consumed.
- Stock Management and Supply chain.
- Focus and ensure MSZ has sufficient FP commodities, drugs and medical supplies and prevent stock outs.
- Ensure compliance with MSI supply chain management requirements.
- Development and enforcement of stock management tool.
- Through strong procurement, stock management and ordering systems, ensure that all Teams have necessary supplies and equipment to carry out planned activities; and prevent stock-out of supplies and drugs.
- Support Team Leaders to ensure proper stock management using the MSZ stock management and supply chain system resulting in timely ordering of medical drugs, supplies, consumables in adequate quantities.
- Ensure the Regional coordinator has reconciled and updated monthly and quarterly stocks
5. External Relations: Ensure MSZ is a well-respected and welcomed provider of SRH services at all levels of the community
- Support Team Leaders to maintain and develop partnerships with community stakeholders in accordance with MSZ’s national strategy.
- Engage with both District and Provincial Health Offices to ensure smooth collaboration between MSZ and MoH.
- Prepare and submit the quarterly reports to the district and provincial health offices.
- Ensure regularly joint monitoring and data audit with both the district and provincial health officials.
- Engage with traditional leaders where necessary to promote Sexual Reproductive Health (SRH).
- Represent MSZ in Provincial Review Meetings in prioritised provinces to foster the interests/agenda of MSZ.
Qualifications & Experience
- Minimum of a University Degree in Health Science, Social Science, or International Development Management; Master’s degree is preferable
- Experience in SRHR (desirable); qualification in Pharmacy (added advantage).
- Experience with managing teams.
- Experience with international organizations (min 5 years).
- Fluency in both written and spoken English; and knowledge of one or more local languages
- Computer literate
