Job Description
The Zambia University-College of Technology (ZUT) is a Government owned higher learning institution established by Statutory Instrument No. 39 of 2022. The institution has continued to record growth in various areas of operation. The University-College is based in Ndola, and offers locally and internationally accredited professional and academic programmes, and a range of other products and services, such as skills training, consultancy and software development. CHIEF FINANCIAL OFFICER-ZUT2 Salary Grade, 4 years fixed Term Contract (1 Position)
Job Purpose:
Responsible for directing and overseeing all aspects of the Finance and Accounting functions of the university College in order to ensure transparency, accountability and value for money.
Key Responsibilities:
1. Supervise and provide policy/strategic guidance to the Finance Department;
2. Enforce a strong governance and control framework in the management of ZUT’s resources;
3. Prepare annual budget proposals and consolidate ZUT’s plans, incorporating own department’s plans and recommendations, and present them to superiors for scrutiny/consideration and approval by management and the Council. Monitor expenditure trends once the budget has been approved, to ensure that they are strictly within approved appropriations
4. Control, provide guidelines, coordination, and directives in the finance and accounting activities involving the preparation of monthly, quarterly, and annual accounts, cash flow projections, salaries, terminal benefits, staff advances, allowances, payments to suppliers, applications for the allocation of foreign currency, provision of agent services such as Savings Bank, Pensions, etc.;
5. Advise the Executive Director/Principal and management in general on the formulation of corporate plans and policies, which include capital projects/expenditure, on the institution’s financial status, on whether plans can be financially beneficial or not, alternative financial resources, as well as current/future financial obligations:
6. Direct and implement the institution’s financial and accounting policy, and liaise closely with other departmental Directors on the same,
7. Control and affect the institution’s cash flow in order to meet obligations without disturbingoperations, through the determination of priorities, amounts to sanction, when and where, etc, to ensure optimum efficiency,
8. Check revenue collected and expenses to ensure that they are correctly carried out and accountability is met;
9. Monitor closely both current and fixed assets, maintain a fixed asset register showing all assets, and provide depreciation at acceptable rates in accordance with general accounting principles, and advise the Executive Director/Principal and the Council accordingly.
10. Supervise subordinates to ensure efficiency, and ensure the development and training of subordinates to improve the standard of accounting. Attend to and provide solutions to problems/activities beyond the competence of subordinates; and
11. Perform other related accounting tasks, as and when required
Minimum Qualifications, knowledge and experience required for this role
1. Full Grade 12 Certificate with at least 5 ‘O’ levels including English and Mathematics or its equivalent
2. Bachelor of Accountancy or full ZICA, ACCA, CIMA
3. Master of Science in Finance or Accounting/MBA-Finance or equivalent4. Current membership to a professional body
5. Must be well vested with government and University operations.
6. Must have a minimum of 5 years’ experience in accounts and finance in a reputable institution at Senior Management level.
Special aptitudes, disposition and personal qualities of ideal candidate for Chief Financial Officer:
1. Visionary and goal-driven;
2. Thorough knowledge and understanding of the Accounting Function from the strategic level down to the routine function;
3. Thorough knowledge and understanding of all accounting legislation and government policies and guidelines on accounting in public institutions;
4. Proven track record of delivering organisational results that exceed expectations;
5. Exceptional interpersonal and team-working skills
6. High level of computer literacy; and
7. Pragmatic, efficient, and highly organised personality.
8. Good knowledge of the Public Finance Management Act
9. Experience working in an academic/higher education environment will be an added advantage
