Job Description


The Zambia Association of Manufacturers (ZAM) is seeking to recruit a Lead Policy Analyst to lead and supervise the Policy Department. The successful candidate will play a critical role in conducting policy analysis, data building, research, and advocacy to drive policy changes that support the growth of the Zambian manufacturing sector. This role also involves writing project proposals to enhance capacity building, supplier development, and training for ZAM’s members, strategically positioning the Association for continued success.

Location: Lusaka, Zambia

Immediate Subordinates:2 Policy Analysts, 1 Assistant Policy Analyst, Interns

Reports to: Chief Executive Officer

A. Key Responsibilities:

i. Advocacy and Policy Analysis:

Lead the formulation of ZAM’s Policy Advocacy Strategy, aligning it with the organization’s mission to support the manufacturing sector. Identify key policy issues affecting ZAM members and develop strategies to address these through proactive advocacy efforts. Conduct in-depth research on relevant economic, regulatory, and industry policies that impact the manufacturing sector. Analyze the implications of existing and proposed policies and legislation, and provide policy briefs, reports, and recommendations that help ZAM members navigate these changes.

ii. Build Data Resources for the Association

Develop a structured approach to gathering relevant data from both internal and external sources. This includes data related to the manufacturing sector, member activities, industry trends, market insights, and government policies. Analyze data to identify trends, challenges, and opportunities in the manufacturing sector, allowing ZAM to tailor its advocacy and support services

iii. Stakeholder Engagement:

Establish and maintain strong relationships with key stakeholders, including government ministries, regulatory bodies, development partners, private sector entities, and ZAM members. Ensure consistent engagement with stakeholders to understand their needs, expectations, and priorities, and align them with ZAM’s objectives. Analyze stakeholder influence, interest, and impact on ZAM’s advocacy efforts and strategic goals. Use this analysis to prioritize engagement and resource allocation.

iv. Capacity Building:

Develop and lead initiatives aimed at strengthening Small and Medium Enterprises (SMEs) in the manufacturing sector by connecting them with larger industry players and fostering supplier development programs. Organize industry-specific training sessions or peer-learning programs to promote collaboration between large manufacturers and SMEs.

v. Resource Mobilization:

Conduct regular research to identify and pursue new funding opportunities from local, regional, and international sources, including grants, sponsorships, and technical support from organizations, foundations, and governmental bodies. Build a database of potential donors and partners that are aligned with ZAM’s mission to promote industrial development and manufacturing in Zambia.

vi. Supervision and Management:

Provide leadership and direction to the Policy Department, ensuring that team members are motivated, aligned with ZAM’s strategic goals, and working efficiently to deliver high-quality results. Foster a collaborative working environment, encouraging teamwork, knowledge-sharing, and open communication among team members, interns, and stakeholders

B. Knowledge And Skills Required

a) Education:

– Grade Twelve School Certificate

– Bachelor’s Degree in Economics, Social Science or related field

– Master’s degree in a relevant field

b) Experience

3 years relevant post qualification experience

c) Other Competences

– Excellent communication skills, report and proposal writing skills and good spoken English. – Ability to carry out research using both qualitative and quantitative research methods.

– Excellent interpersonal skills with ability to relate confidently with a range of people.

– Ability to work with own initiative, under minimal supervision and as a team player.

– Excellent negotiation skills.

– Good analytical skills with working knowledge of Microsoft Office, statistical packages and internet search engine

– Understanding of the Zambian Governments’ policy making process.
