Job Description
ActionAid Zambia (AAZ) is part of the ActionAid Global (AAG) Federation, sharing common values and aims to drive social change towards a just, equitable and sustainable world. AAZ works with the
marginalized, excluded women and young people, their organizations, and social movements to
address the structural causes of social injustice, gender inequality and poverty.
ActionAid Zambia has a vacancy for an experienced and suitably qualified Zambian to take up the
following position:
1.0 POSITION: POLICY AND PROGRAMMES MANAGER
Duration: 2 Years
Location: Lusaka
1.1. PURPOSE OF THE ROLE
The Policy and Programmes Manager shall be responsible for the design, development, implementation and management of all programmes and policy advocacy work at ActionAid
Zambia. In addition, the Manager shall provide support to the people for change programme
and shall maintain strong programme links from community to national and international levels. The holder of the position is a member of senior management team and is expected to ensure organizational efficiency and effectiveness through participation in decision making, advising on programme and projects implementation and policy issues, communication and implementation of agreed decisions.
1.2 SPECIFIC DUTIES
Leadership of the Programmes and Policy Unit
- Leads development and review of programme objective plans, operational plans and budgets
and well as project implementation plans and budgets. - Oversees formulation and implementation of programme & projects activities in line with CSP, programme documents in accordance ActionAid’s HRBA framework
- Supports regular contextual analysis and updating and ensures all programme activities are
sensitive to and responsive to changes in the political, social, and economic environments. - Oversees development of AA Zambia’s capacity to document, disseminate and learn from its
work. - Oversees programme monitoring and evaluation.
- Support development of fundraising proposals and concepts notes in liaison with fundraising
manager and in accordance with the CSP and donor guidelines. - Overseeing timely submission of quality programme/ projects reports as agreed with donors
and other stakeholders. - Lead Annual Participatory Review and Reflection Process.
Policy, Campaign & Advocacy
- Coordinates, facilitates and supports policy research and advocacy in AA Zambia
- Lead, guide and support development of policy positions of AA Zambia
- Establish linkages with relevant civil society actors and stakeholders to for policy advocacy and campaigns mobilisation
- Support establishment of relevant platforms, civil society groups, community-based
organisations and movements to support thematic policy advocacy and campaigns - Support development of an elaborate campaigns strategy for any campaign initiatives
undertaken by AA Zambia - Establish linkages with other stakeholders including government ministries, departments or
agencies and cooperating partners as necessary. - Support implementation of multi-country campaigns and national campaigns.
- Promotes and encourages programme teams on development and propagation of alternative approaches, strategies, paradigms.
Partnership Management
- Ensure that the country programme has an updated partnership policy that is understood by
all and implemented - Lead regular partner reviews and consultations
- Ensure effective partner monitoring and relevant capacity building and institutional
development support for partners.
Monitoring and Evaluation and Reporting
- Lead on development, review and application of M/E framework
- Support capacity development of programme teams to utilise developed M/E tools/framework
- Support effective documentation of impact of AA Zambia’s work e.g. stories of change
- Ensure quality and timely reporting for programme activities and projects
1.3 MINIMUM REQUIREMENTS
- Master’s degree in social sciences or its equivalent from a recognized University.
- Bachelor’s degree in social sciences or its equivalent from a recognized University.
- Have at least ten (10) years working experience in policy/programmes function in an INGO or
a large organization of which at least five (5) years must have been at senior management
position. - Experience in public policy advocacy & campaigning with specialised knowledge of human
rights - Have an understanding of gender issues in development and demonstrable commitment to
promoting gender equity within the organization and in programme work. - Have demonstrated in-depth understanding of programming issues and Policy work at
organizational, national and international levels. - Have practical experience in donor reporting, designing, setting up and coordinating,
monitoring, evaluation and impact assessment systems and processes.
1.4 ESSENTIAL KNOWLEDGE & SKILL
- Strong conceptual, analytical, documentation and presentation skills.
- Excellent management, leadership, planning and prioritization skills.
- Good interpersonal and communication skills coupled with ability to influence, negotiate,
advice, mentor and train. - High degree of integrity, dependability and confidentiality.

staff and partners. Observes relevant cultural practices that reinforce mutual respect and
effective engagement. - Able to work with minimum supervision and effectively guides programme in strategic
processes such as strategic planning - Able to pilot and demonstrate implementation of alternatives
- Meets set targets within set time frame and targets of high quality.
- Ability to support and guide country programme through strategy processes such as developing of country strategy, partnership choices and programme approaches.
- Able to comment on key national issues and is regularly consulted by various stakeholders.
