SUMMARY

Job Title: Climate and Environment Justice Programme Coordinator

Overall Reporting to: Executive Director

Programme Reporting to: Programme Manager

Duration: Fixed Contract of 2 years (renewable).

Location: Lusaka Head Office, with frequent travel to project sites outside Lusaka.

The Civil Society for Poverty Reduction (CSPR) is a dynamic advocacy network of over Civil Society Organizations (CSOs) working around the different dimensions of poverty in Zambia. The network strives to effectively contribute to poverty reduction and pro-poor development through anti-poverty policy advocacy and the promotion of inclusive economic governance, social security and justice, civic engagement, and climate justice. The organisations’ social accountability advocacy using research, capacity building, lobbying and awareness raising in 6 Provinces is centred around the national development plan themes.

CSPR is seeking a qualified and motivated individual to fill a vacancy as Climate and Environment Justice Programme Coordinator. The Coordinator will primarily be responsible for managing the Climate Just Communities Project which CSPR is implementing in partnership with NIRAS. This is a full-time position in the main office located in Lusaka and the primary function will be to coordinate people and processes to ensure that the CJC project advocacy intervention is delivered on time and produce the desired results.

Overall Purpose: To effectively and innovatively coordinate CSPR’s climate justice and environment sustainability advocacy intervention to ensure that government programmes sufficiently reduce climate induced vulnerability and poverty.

KEY RESPONSIBILITY AND ACCOUNTABILITY AREAS

Coordination of Climate Justice initiatives and the supervision of project teams within CSPR Zambia

  • Prepares and presents the annual work plans for the Climate Justice activities.
  • Implements national-level activities under the work plan and ensures they are executed against set budget and timelines.
  • Proactively offer any innovative ideas and proposed action to CSPR senior management on climate change justice advocacy.
  • Supports the organisation in developing its advocacy strategies on climate justice.
  • Ensure all administrative, logistical, and other requirements for CEJ activities are conducted
  • Ensures the availability of reporting inputs under the CEJ Programme for both programmes and finance departments.

Project Management
Set Up and Planning

  • Ensure that all the project set up and planning inputs, processes and deliverables are completed at the set time and within the set quality standards.
  • Secure buy-in and support of the project from community members and all stakeholders at the national up to the local level.
  • Ensure that all the positions within the Project Management Team are filled in and fully functional with high performance.

Project Implementation and Coordination

  • Ensure that all the inputs into the project activities are fulfilled and in conformity with the quality benchmarks.
  • Ensure the timely implementation and Reporting of all activities with clear techniques and tools of managing burn rate, slack, indicator progress and scope creep.
  • Create and manage systems for effective integration of CSPR Management and Staff in the project management approach.
  • Coordinate the effective implementation and reporting of stakeholder management plans, Environmental and Social Safeguards and finance and procurement management systems.
  • Coordinate the successful implementation of the CJC Advocacy Strategy

Project Reviews

  • Coordinate the setting up and implementation of effective M&E Systems on the project.
  • Manage the Report Process Plan to ensure that quality reports are produced in a timely manner based on the set standards.
  • Establish and coordinate learning systems (with forward and backward linkages) which fulfill the needs and interests of different project stakeholders at different phases of the project.

Advocacy and influencing

  • Identifies and develops Coalitions/Joint Policy Advocacy Platforms and other opportunities that CSPR and its members can jointly undertake on Climate and Environmental Justice
  • Fosters the participation CSPR Secretariat and Network Members in climate policy Processes.
  • Prepares policy position papers on Climate and Environmental issues and topics.
  • Ensures implementation of the CEJ Advocacy Strategy
  • Lead the coordination of CSOs and other non-state actors in climate policy and legislative processes through enhanced accountability and oversight monitoring.

Programme Reporting and Information Sharing

  • Prepares activity reports for all activities conducted.
  • Drafts Monthly and quarterly Narrative reports. for Management and Project Partners
  • Prepares weekly updates and calendars for the Programmes Manager

Institutional Sustainability and Network Strengthening

Identifies funding opportunities for Climate Justice Programming in CSPR
Participates in fundraising ventures for the Climate and Environmental Justice Programme in CSPR

  • Ensures financial performance of CEJ and adheres to set budgets for activities.
  • Prepares and presents the CEJ annual budget and other budgets for approval.
  • Ensures timely requests and retirement of funds for activities.
  • Ensures mainstreaming of Gender and HIV&AIDs issues in CSPR’s Research and Advocacy initiatives.
  • Perform other relevant tasks as may be reasonably assigned by the Programmes Manager and Executive Director.

Minimum Eligibility Qualifications

  • A minimum qualification of Degree in Environmental and Climate related studies, A Masters’ Degree will also be considered.
  • Minimum 4 years’ experience as a project or Programme Manager of climate change and social accountability related projects.
  • Candidate must not have a criminal record.
  • Demonstrated knowledge of emerging issues within the climate and environment sector in Zambia.
  • Demonstrated understanding of basic financial management processes and procedures.
  • Additional postgraduate or in-service training in advocacy or project management related themes.

Key Competences and Personal Attributes

  •  In-depth knowledge and understanding of the Environmental Management public policy and legislative processes in Zambia
  • Substantial previous experience in working with senior government officials, donor representatives and civil society on policy and strategic issues preferably in the Agriculture, WASH or Climate change sectors.
  • Leads teams effectively and shows mentoring as well as conflict resolution skills.
  • Conceptualizes and analyses problems to identify key issues, underlying problems, and how they relate with each other.
  • Generates creative, practical approaches to overcome challenging situations.
  • Devises new systems and processes, and modifies existing ones, to support innovative behaviours among Programme and Project Team Members.
  • Ability to advocate and provide policy advice ay key strategic points in the programme cycle.
  • Remarkable report writing, interpersonal communication and workshop facilitation skills.
  • Must be a team player and able to work with minimum supervision. A self starter.
  • Innovative and progressive in decision making and problem solving.
  • Must have overall understanding of the Civil Society landscape and environmental management and climate adaptation public processes in Zambia.
  • Strong working knowledge of Microsoft Office (Full Package)
  • Project Management Profession and other climate change training certification is a plus
  • Basic understanding of Monitoring and Evaluation Processes and Tools will be an added advantage.
  • Experience in managing EU and USAID Projects will be an added advantage

Additional Information and requirements for the prospective candidate:

  • Must be able to manage and prioritise multiple tasks
  • Able to work with network member CSOs and government officials.
  • Ready for frequent travel to project sites and rural areas within Zambia
  • Sensitivity and adaptability in situations where cultural, gender, religious or other local issues may arise.
