Provincial Health Office, Western Province in conjunction with U.S Centre for Disease Control and Prevention (CDC) has been implementing programs to improve the management of TB, STIs and HIV/AIDS care services in the Province since 2006. To further strengthen the programs, WPHO is inviting applications from interested persons who meet the minimum requirements to fill the following vacant positions on contract basis subject to renewal:

JOB TITLE: LOGISTICS AND ADMINISTRATIVE OFFICER                    

LOCATION: Provincial Health Office

JOB PURPOSE: To strengthen administrative systems for purposes of supporting implementation of comprehensive and sustainable HIV Prevention, Care & Treatment Services under the US President’s Emergency Plan for AIDS Relief (PEPFAR) through the Cooperative Agreement with the US Centers for Disease Control and Prevention (CDC).

REPORTS TO: Senior Human Resource Officer

PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)

  • Ensures Project fleet accountability; planning and ensuring servicing and repairs for all project vehicles and equipment, including establishing GPS tracking and record keeping. Ensuring on Geotab and other fleet tracking systems are up to date to ensure the accountability of motor vehicle acquisition, use, life cycle management, operations and maintenance, and disposition.
  • Accountability extends to accountability for fuel, lubricants, tires and auxiliary. Equipment assigned to CoAg equipment.
  • Ensures adherence to USG-GRZ project fleet Guidelines for use and management of project-assigned or rented vehicles at all levels (Provincial, District and Facility).
  • Improve the current Geo tracking system for all project assigned vehicles to enforce adherence to usage guidelines and alleviate abuse at all levels.
  • Develop and keep up to date records (Register) for all project equipment (Medical and Non-Medical) and supplies (Inventory).
  • Ensures that all property under the custody of employees (Project & GRZ) are managed and used according to set guidelines and put in place recovery systems/methods for non-compliant employees
  • Ensures that all project staff have the necessary requisites (furniture, equipment/supplies, communication) needed to provide comprehensive and sustainable HIV/TB Prevention, Treatment, Care and support services.
  • Ensure that all US government procured equipment is properly branded and used.
  • Ensure that Equipment Inventories are updated on a monthly/quarterly
  • Ensure adherence to GRZ fuel, movement and vehicle usage regulations.

JOB SPECIFICATIONS/ REQUIREMENTS

  • Grade 12 certificate with at least five O- level credits;
  • Degree in Purchasing and Supply Management, Logistics Management or equivalent
  • At least five (5) years relevant experience in Health Logistics management in a similar position
  • Experience in PEPFAR (CDC,USAID) supported TB/HIV programs or donor supported programs, Project management will be an added advantage
  • Ability to write technical papers and reports clearly in English
  • Ability to communicate fluently in English and local languages
  • Must between the Age of 21 years and 45years
  • Other skills/Attributes: Computer literate, Managerial skills, Interpersonal relations, initiative and self-starter.

Successful applicants will be appointed on one year contract subject to renewal depending on performance.
