Position Summary
The Provincial Strategic Information Officer will have dual reporting obligation to both the Project Senior Monitoring and Evaluation Manager (as the Technical Supervisor) and to the Provincial Coordinator (as the Administrative Supervisor). He/She will be responsible for the overall technical coordination, leadership, and support for the entire project’s monitoring and evaluation activities including the proper measurement and collection of accurate project indicator results for both the priority and key population programs as well as other new initiatives. He/She will serve as the point of contact person (POC) for SI related work area at the provincial level by maintaining close working collaboration with GRZ and her respective entities such as PHOs, DHOs, TWGs and others. In addition, he/she will be the go-to person responsible for strengthening the technical capacity in SI/M&E/HMIS at the provincial level and responsible for planning, implementing, and handling DQA and feedback mechanisms required to ensure the generation, analysis and use of high-quality program data most especially client-level.
Duties and Responsibilities
- Ensure that robust and streamlined systems and well-defined processes are in place for tracking, collection, quality assurance and reporting of all PEPFAR MER and Non-MER program performance data from all community-based programs and health facilities in the focus districts under the province and in line with the National HMIS guidelines and meeting both the Government of Zambia, CDC Zambia and PEPFAR reporting requirements.
- Regularly assess, plan for and develop the technical capacity of community and facility level data workers, program technical specialists, facility data coordinators, SPHO district and provincial Health Information Staff to improve the gaps and overall quality and integrity of all program related data.
- Ensure and be responsible for optimal functionality of established and scaled-up electronic health record management systems (SmartCare Plus) and the complimentary community-based data collection systems (including eComMIS DHIS2 Tracker programs) in all supported facilities for the reporting of both the community NHMIS dataset and PEPFAR MER 2.7 or other latest versions.
- Facilitate the process for and ensure 100% accurate and timely reporting of data from all community and facilities sites for both PEPFAR MER, Non-MER and GRZ (i.e., HIA2) indicators using up-to-date version of DCRTs and HIS tools.
- Work with the PHO SI/M&E Team, the DHIOs, Community Programs teams, Facility-in-Charge (FIC’s) and to conduct routine Data Quality Assurance (RDQA) on all sites on monthly basis until there’s an establishment of excellent data collection and reporting systems as well up-to-date entries of all client’s interactions on the eComMIS DHIS2 Tracker program and SmartCare Plus EHR systems in supported facilities.
- Participate in the review of Standard Operating Procedures (SOPs) established for Data Management (including Collection, Aggregation and Data Validations) in line with changes in data demands for the program.
- Lead Technical development of simple and complex data analytics for program decision making and transferring the capacity to community, facility, district and provincial level teams.
- Represent SI Team at District, Provincial level SI/M&E TWGs and make presentations and technical inputs.
- Coordinate and oversee all program reporting activities in the focus districts and the province.
- Lead the implementation of data driven CQI and program performance using the most appropriate metrics and program data collection strategies and tools in supported facilities and within the focus districts.
- Troubleshoot data quality issues in all community programs and facilities.
- Train and mentor, the Districts Strategic Information Officer, and other cadres to improve their capacity to collect and report patient level data consistently and on time.
- Build the technical capacity of district and provincial health information management personnel.
- Coordinate weekly, monthly and quarterly performance dashboard review and program reporting activities in the focus districts.
- Support the process of institutionalizing Data Demand and Information Use (DDIU) for all mentorship teams and supported facilities in the focus districts.
Minimum Qualifications
Education:
- Bachelor’s Degree in Demography, Development Studies, Computer Sciences, Biostatistics, Public Health, Health Informatics or related fields.
- A Master’s degree in Epidemiology or MPH would be an advantage
- Familiarity and proficiency in DHIS2 Tracker & Event programs, SmartCare or other patient electronic medical records management solution and GRZ NHMIS tools.
Experience:
- At least 5 years doing similar work as an M&E Team Lead
- Experience in PEPFAR M&E/SI reporting system.
- Experience with Microsoft, Excel, Access, MS SQL Server, MySQL
- Data visualization skills – PowerBI, Tableau and Web connectors
- Minimum 5 years’ experience in data management of HIV and TB program.
- Experience working in a community HIV prevention, ART Linkage programs.
- Excellent presentation and writing skills
Other:
- Possess or willing to acquire the membership of ZaMEA.
Language:
- Fluency in English, both written and oral.
