Job Description


Purpose of the Job:

  1. Plan, direct and administer all functions of Postbus Limited; develop strategic objectives and initiatives to present to the Board of Directors (BOD) and executes decisions for the Board.
  2. The General Manager will be responsible for ensuring that all vehicles are properly maintained, serviced, and operated in a safe and efficient manner.
  3. The ideal candidate will have a strong background in fleet management, excellent communication skills, and the ability to work well under pressure.
  4. The General Manager also has oversight and responsibility for capital
    development programmes including expansion of bus services, transit facilities, and other related projects.

Work Station

This is a Senior Management position and is part of the Executive Management Committee
(EMC) of the Company. The work station is ZamPost Headquarters in Ndola.

Statement of Key Responsibilities

  1. Provide overall leadership and direction for Management of Postbus Limited.
  2. Develop and implement fleet management policies and procedures.
  3. Oversee the maintenance and repair of all company vehicles.
  4. Manage vehicle inventory and ensure that all vehicles are properly registered and insured.
  5. Monitor fuel consumption and implement strategies to reduce costs.
  6. Develop and maintain relationships with vendors and suppliers.
  7. Manage a team of drivers and ensure that all drivers are properly trained and licensed.
  8. Track and analyze fleet performance metrics and make recommendations for improvement.
  9. Serve the Board of Directors (BOD) in the development and implementation of strategic objectives and initiatives to foster the continued provision of safe and efficient public bus transportation system to the community.
  10. Ensure that land use, planning and transportation system improvements are supportive and integrated.
  11. Ensure the continued safety and reliability of the bus operations and its positive perception by the public.
  12. Direct the formulation of budgets to provide funding for new or continuing operations; oversee the adequacy and soundness of Postbus Limited’s financial structure.
  13. Review operating results of Postbus Ltd; compare to established objectives; ensure that appropriate measures are taken to correct unsatisfactory results.
  14. Promote the needs of the Postbus Limited to local, state, and central government.
  15. Ensure compliance with government and Road Transport and Safety Agency (RTSA) and other regulations regarding transit operations.
  16. Ensure the on-going development and implementation of a long-term county-wide transportation strategy to secure continued development of an effective multi-modal transportation system.
  17. Promote, and enforce accountability of management, for EEO and Affirmative Action programme goals and objectives.
  18. Establish and approve policies and procedures of Postbus Limited in accordance with BOD directives.
  19. Oversee the preparation and response for relevant information needed during audits (quarter, annual, etc.).
  20. Plan, direct, and review the work plan for staff; assign work activities; ensure compliance with Postbus Limited policies and procedures.

Experience and Education:

  • Bachelor’s Degree in Logistics and Transport, or equivalent qualification.
  • Master’s Degree in Logistics and Transport or any related field will be an added advantage.
  • A minimum of five (5) years post-qualifying experience in a similar role from a reputable organization – (Government or Parastatal will be an added advantage) of which 3 years should be at Senior Management level.
  • Must possess and maintain a valid driver’s license.
  • Must be a member of the Zambia Chartered Institute of Logistics and Transport.

Knowledge, Skills and other Considerations:

  • Must be skilled in strategy and analysis.
  •  Able to interpret and apply government, RTSA, and local laws and regulations governing public bus transit systems.
  • Understand and apply budgeting and financial forecasting techniques to prepare and manage annual budget.
  • Safety: Adheres to safety related laws, regulations, standards, and practices; performs work in a safe manner; encourages and supports others to be safe while at work.
  • Proactive, self-motivated and able to work independently with minimal supervision.
  • A high level of personal organization to ensure timely and accurate reports.
  • A high standard of personal integrity and excellent leadership skill.
