Job Description


Job Purpose

The job-holder will be reporting to the Management and will be responsible for the efficient and cost-effective procurement of goods and services in order to maintain a regular supply of goods and services for the achievement of the company’s mandate.

Key Responsibilities

1. Procuring goods, works, and services on time in accordance with the Public Procurement Act of 2008 and the Public Procurement Regulations of 2011.
2. Drafting contracts for review to ensure they reflect the company’s interests.
3. Convening with user departments to review Purchase Requisitions and discuss requirements, specifications, quantity, quality, and delivery.
4. Participating in procurement planning with user departments.
5. Meeting and communicating regularly with user departments to identify and provide high-quality service that meets user department service delivery requirements on a timely basis.
6. Providing timely, accurate, and complete information in a courteous, efficient, and timely manner.
7. Distributing tender materials to potential bidders who are interested in supplying goods or services.
8. Producing accurate records and documentation for every solicitation, response, purchase, contract, correspondence, and related follow-up.
9. Conducting market research on prices and delivery conditions, recommending suppliers for evaluation and registration as approved suppliers, and keeping a database of approved suppliers.
10. Performing contract administration, including liaison between suppliers and user departments in compliance with contract terms and conditions.
11. Evaluating bids and coordinating the activities of the evaluation committees.
12. Swift and timely identification of probable risk issues in your area of operation and ensuring that these are attended to as required.
13. Timely preparation and submission of comprehensive reports on a weekly, monthly, and quarterly basis, or as required.

Qualifications and Experience

1. Grade 12 School Certificate or General Certificate of Education
2. Bachelor’s Degree in Purchasing and Supply or Any Degree plus CIPS.
3. Three (5) years’ relevant experience.
4. Member of the Zambia institute of Purchasing and Supply.
5. Good working knowledge of computer including MS Word, MS Excel, and MS Project for project management.
6. Working knowledge of Public Procurement as well as World Bank, African Development Bank and European Investment Bank Procurement Procedures.
7. In-depth understanding of Zambia Public Procurement Authority (ZPPA) Act as well as knowledge of the FIDIC conditions of contracting and procurement.
